From a single new home to a statewide housing program, NM Home Solutions brings deep manufactured-housing industry experience, HUD Code and New Mexico regulatory knowledge, and hands-on project management to every project.

Two Ways We Help
For Homebuyers
Looking for a new manufactured or modular home? As a licensed manufactured housing salesperson with Zia Factory Outlet, Carl Ulibarri can provide home quotes and guide you from floor plan to move-in, whether you are buying your first home, downsizing, adding a casita, or replacing an older home.
For Housing Agencies & Partners
Housing authorities, tribal housing entities, nonprofits, and local governments work with us for manufactured and modular housing consulting, replacement-home project management, and regulatory guidance, from program design through occupancy.
Housing Programs We Support
- Home Replacement Programs: replacing deteriorated manufactured homes with safe, new HUD-Code homes
- Tribal Housing: factory-built housing for Pueblos, Tribes, Nations, and TDHEs
- Disaster & Temporary Housing: faster paths to safe, durable homes after displacement
- Senior & Accessible Housing: homes that support independence and aging in place
- Workforce & Educational Housing: housing for teachers, staff, and essential workers
- Multifamily & Duplex Housing: modular duplexes that house two households per structure
We respond to RFPs, RFQs, and ITBs from public agencies, tribal housing entities, and nonprofit partners across New Mexico.
Experience Grounded in New Mexico Housing
Carl Ulibarri served on the New Mexico State Manufactured Housing Committee under Governors Bill Richardson, Susana Martinez, and Michelle Lujan Grisham, including as Chairman during his most recent appointment. He has also served as President of the New Mexico Manufactured Housing Association and as Director of the Energy Smart Academy at Santa Fe Community College.
That background shapes our work today, including manufactured-home replacement projects through Housing New Mexico’s Home Improvement Program (HIP), where we serve as project manager and point of contact.
Accessibility Starts With the New Home
We coordinate new manufactured homes with accessibility features matched to residents’ mobility needs, supporting safer daily living, greater independence, and aging in place. Identifying those needs early, during planning and home selection, keeps the resident at the center of the project.
